ActivityEducated at Eton and Christ Church, Oxford, Balfour served with the RAF during the war and joined the Bank of England in 1950. He spent his early career in the Chief Cashier's Office and moved to the Overseas Department in 1964. Balfour held various adviser's post and finished his career as Assistant Director before retiring in 1985. He was UK Alternate Director at the BIS between 1972 and 1985 and also sat on the EEC Monetary Committee.
