Sir Paul was formerly the Deputy Governor of the Bank of England, with responsibility for financial stability. As Deputy Chair of the interim Financial Policy Committee (FPC) he was instrumental in the setting-up of the Bank’s permanent FPC. He was a member of the Bank’s Monetary Policy Committee and Prudential Regulatory Authority Board.

Since late 2013, Sir Paul has been a Fellow at the Harvard Kennedy School’s Mossavar-Rahmani Centre for Business and Government. He is a Senior Fellow at Harvard's Centre for European Studies. He also chairs the Systemic Risk Council, which focuses on addressing regulatory and structural issues relating to global systemic risk, with a particular focus on the United States and Europe.
