Funding for Lending Scheme – Applications to participate

The Bank welcomes applications for the Funding for Lending Scheme (FLS) from all eligible banks and building societies. 

To be eligible to apply for the FLS, an institution must first be signed up for the Discount Window Facility (DWF), which is part of the Bank’s Sterling Monetary Framework (SMF). Institutions which are already participants in the SMF, but have not yet signed up for the DWF, should email applications@bankofengland.co.uk to apply.    
 
Institutions which are new to the SMF can find further information on the Bank’s facilities in the Red Book. Please see Eligibility to Participate for more information on general eligibility criteria for the SMF, and the SMF Applications to Participate page for details on how to apply.
 
Applying for the Funding for Lending Scheme
 
To apply for access to the FLS, Institutions which are already DWF participants should email applications@bankofengland.co.uk. Applicants will be asked to complete the following form.

Once this has been received, a Scheme Letter will be provided to the applicant, which must be signed by an authorised signatory and returned to the Bank. A pro forma Scheme Letter is attached below.

Applying for the extension to the Funding for Lending Scheme

To apply for access to the FLS extension, existing FLS participants should email applications@bankofengland.co.uk. Applicants will be asked to sign an Extension Letter.

Further Documentation

UK branches of banks incorporated overseas will be asked to provide a Legal Capacity Opinion (or Legal Capacity and Country Opinion). Pro forma opinions are attached below.

Where an institution is not the primary entity within the Group, the Bank may require a guarantee and a legal opinion on the guarantor’s legal capacity and the enforceability of the guarantee. A pro-forma guarantee and associated legal opinion are available to download from the SMF Applications to Participate page. If an applicant has already provided such a guarantee to the Bank, a further guarantee may not be required.
