​On Tuesday 3 October, the PRA issued the following publications.

  1. a. PS21/17 ‘UK leverage ratio: treatment of claims on central banks’ 
    b. SS46/15 UPDATE ‘UK leverage ratio: instructions for completing data items FSA083 and FSA084’
    c.  Updated FSA083 template and instructions, available on the CRD firms - Reporting Requirements page

These reporting changes come into effect immediately, so will apply to firms’ reporting and disclosure requirements for end-December 2017 onwards.

The publications above were published at the same time as the Record of FPC meeting held on 20 September 2017.

The refined Pillar 2A capital framework will come into force on 1 January 2018. The PRA will implement the new approach as part of the Supervisory Review and Evaluation Process (SREP) reviews. To support the assessment, firms are required to submit the Pillar 2 data items FSA076 and FSA077 alongside their Internal Capital Adequacy Assessment Process (ICAAP).

4. CP18/17 ‘Occasional consultation paper (No.2)’, includes proposals on the following topics:

  • Conditions governing business - minor amendments (Chapter 2)
  • Market risk - CRD IV amendments (Chapter 3)
  • Amendments to Transitional Measures Part to correct references (Chapter 4)
  • Application requirements - CRR and CRD amendments (Chapter 5)
  • Whistleblowing in UK branches of non-EEA deposit-takers (Chapter 6)
  • Joint PRA and FCA form, PRA rulebook, and FCA Handbook changes – MiFID II, IDD and BMR amendments (Chapter 7)
  • Consequential amendments to Short form A (Chapter 8)
  • Application of EBA’s Guidelines on corrections to modified duration for debt instruments (Chapter 9)
  • Naming convention for life insurers when reporting data by homogenous risk group (Chapter 10)

Responses are requested for:

  • The administration instrument  (Appendix 15) by Tuesday 17 October 2017
  • Chapters 7 and 8 by Friday 3 November 2017
  • Chapters 2 – 6, 9 and 10 by Tuesday 9 January 2018

5. PS24/17 ‘Strengthening accountability in banking: changes to SMR forms’, including the following forms that will take effect from Sunday 12 November 2017.

  • Long Form A for UK Relevant Authorised Persons and Third Country Relevant Authorised Persons;
  • Short Form A for UK Relevant Authorised Persons and Third Country Relevant Authorised Persons;
  • Form E Internal transfer of an approved person (for firms and individuals subject to the senior management regime); 
  • Statement of Responsibilities (‘SoR’); and
  • Statement of Responsibilities (Third Country Relevant Authorised Persons only) (‘Third Country SoR’).

Until the new forms become live on Sunday 12 November 2017, firms should continue to use the current forms, available on the Senior Managers Regime – submitting, amending, withdrawing page.
