Her Majesty's Treasury, through the Bank of England acting as the Treasury's agent, have today directed financial institutions that any funds which they hold for or on behalf of the individuals named below must be frozen and transferred to the Development Fund for Iraq within 28 days of the publication of the direction. This is because the individuals are persons whom the Treasury have reasonable grounds for suspecting are or may be:

(a) senior officials of the former Iraqi regime; or
(b) immediate family members of such officials.

Financial institutions are required to check whether they maintain any accounts or otherwise hold any funds for the individuals named below. If so, they should freeze the accounts or other funds and report their findings to the Bank of England and make arrangements to transfer the funds to the Development Fund for Iraq in accordance with the instructions set out in the Bank Notice containing the directions.

The above names, which have been added to the consolidated list maintained on the Bank's website, are set out in the annex to a Bank Notice dated 22 April 2004 containing the Treasury's direction relating to them. That Notice has been given in addition to the Bank Notice dated 23 July 2003 containing a previous direction under Article 4 of the Iraq (United Nations Measures) Order 2000, as amended.

Note to Editors

Following the replacement of the assets freeze imposed on Iraq in August 1990 with the targeted assets freeze outlined in paragraph 23 of UNSCR 1483 (2003), the Bank of England issued a Notice on 23 July 2003. That Notice superseded the guidance set out in previous Bank of England Notices on Iraq. The new Notice containing the direction relating to the new names listed above is supplementary to the Notice of 23 July 2003.
