1. Form AS and Form FV update

The Bank of England is making a User Acceptance Testing (UAT) environment available for reporters to test Form AS and FV submissions in advance of making a legal submission to the Bank of England's Electronic Data Submission (BEEDS) portal. The dates have now been confirmed and the window will be available to firms from Monday 10 June to Friday 14 June 2019. Further details on the functionality and next steps have been circulated via email to principle users. The first submission date for both forms remains 26 June 2019.

Ahead of this, the Bank has identified a number of issues with the published taxonomy and associated documents for Form AS and FV. To help mitigate these issues the Bank has now published updated documents on the submission.

  • Form AS and FV validations – These documents have been updated to provide a plain English definition for each validation. As a result of the identified issues within the taxonomy the Bank has now deactivated two validation rules for Form AS, these have also been indicated in this update. 
    Please be aware, all validation rules are currently set to ‘non-blocking’. This is to ensure the validation rules function as expected in both the live and UAT environments and will allow reporters to submit data should there be any unexpected issues. The Bank will, however, be treating all rules as hard validation rules and will be requesting resubmissions should these rules be breached.
  • Zero files – These files are invalid XBRL instances containing only zeros intended to show the structure of a XBRL instance file and are provided without warranty.
  • Form AS and FV FAQs – These documents have been expanded to include additional common queries from reporters.
