1. Classification of Grant Maintained
Schools in Great Britain (effective immediately)
On 1 April 1999 Grant Maintained Schools in Great Britain, which
had been funded by central government through the Funding Agency
for Schools, reverted to being funded by their respective Local
Education Authorities. Banks should ensure that such schools
are reclassified to the "Local Authorities" sector
in Form BT, (principally deposit items 2F and 3F, and loans
and advances item 29B) with immediate effect, and that aggregate
reclassifications of more than £10 million into items
2F and 3F together or into item 29B are notified to the Bank
of England.

2. Classification of Kingston Communications plc (effective
immediately)
Hull City Council disposed of 51% of its shares in Kingston
Communications (Hull) plc via a stock exchange flotation on
12 July 1999. Banks should ensure that Kingston is reclassified
in Form BT to the "Other UK residents" sector (principally
deposit items 2H and 3H, loans and advances item 29D and securities
item 32H) and in Form BE to the "Non-financial corporations"
sector (principally items 2H2, 2HA2, 3H2, 29D2 and 32H2) with
immediate effect. Kingston’s UK subsidiaries should be
reclassified similarly. These comprise:
Kingston Internet Ltd
Kingston Laboratories Ltd
Kingston Satellite Services Ltd
Torch Communications Ltd

3. Midland Stockbrokers (effective end-September
reporting)
With effect from 26th September, Midland Stockbrokers became
part of HSBC Bank plc (formerly Midland Bank plc). All loans
with this institution should be reclassified principally from
BT item 29D to BT item 23D. Deposits should be reclassified
principally from BT items 2H and 3H to 2B and 3B respectively.
Please advise the Bank in writing, when submitting your end-September Form BT, of any substantial reclassifications arising from this change.
4. Encryption software for BEERS (Bank of England Electronic
Reporting System)
We are currently reviewing the encryption software used by BEERS
with the suppliers of the system. We would expect that this
process would lead to an upgraded version of Public (the encryption
software). We will of course aim for the new system to be compatible
with the old system and therefore to cause as little disruption
as possible.
5. Clarification of cross form validations between
Forms Q1(D) and BE (effective immediately)

4 has been updated with the BE items
correctly formatted.
6. Form CA expansion of internal validations
(effective end-December reporting)
Validation
numbers 27,28 and 29 have been added for completeness.
7. Expansion of cross forms validations between Forms
CC/QX, CC/CA, CA/CL and CL/BT (effective end-December
reporting)
The cross form validation sheets for CC/QX,
CC/CA, CC/CL,
and CL/BT have been updated to include checks that were
previously
only detailed within the individual forms.
