Statistical Notices to Reporting Banks 2000/05

1. Clarification of the reporting of non-resident banks' facilities (effective immediately)

It has come to our attention that the instructions for reporting facilities within Form BT item 43 (Total amount of overdraft, loan and acceptance facilities outstanding) is unclear in respect of facilities for non-resident banks. Any outstanding facilities with non-resident banks should be excluded, be they drawn or undrawn. However, where it would be unduly costly for banks to exclude these facilities they may be included. See copy of revised page 32 of the Balance Sheet (Form BT).

2. Classification of English Partnerships (effective end-July 2000 reporting)

With effect from end-July 2000, all banks which have not already done so (as a result of bilateral contacts with the Bank of England) should reclassify deposits from and lending to English Partnerships and the Regional Development Agencies to "UK central government" (BT items 2E, 3E and 29A). Any accounts which remain in the names of those bodies which have been absorbed by English Partnerships, namely the Urban Regeneration Agency and Commission for New Towns (and the latter's predecessors the English New Town Development Corporations, Urban Development Corporations and Housing Action Trusts) should be reclassified similarly. 3. Electronic reporting reminder (by end-July 2000)

In January this year, Anne Smith wrote to all Form BT monthly reporters, stating the Bank's intention to phase out the processing of paper returns for those banks that are required to complete the balance sheet on a monthly basis. We would like to take this opportunity to remind those banks that Phase 1 of this initiative is for banks, by end-July 2000, to outline their plans (in writing addressed to Anne Smith) for transition to electronic reporting. 4. Banks briefing seminars (by 11 August 2000)

Earlier on this year, we asked statistical notice recipients to complete a questionnaire on the next series of banks' briefing seminars to gauge the level and areas of interest. The replies indicated a high level of interest and we have arranged three half-day seminars to take place on 5, 6 and 26 September 2000. We plan to provide two general overview seminars aimed at reporters with a basic knowledge of statistical reporting. These will be similar to those provided in previous years. The other will be aimed at reporters with more than two years reporting experience and will cover common reporting difficulties. Outline timetables for these seminars are detailed below. The response form should be returned by post, e-mail or fax by 11 August 2000 (see response form for address and fax numbers). Demand is expected to be high and places are limited. We would therefore be grateful if respondents bear this in mind when requesting spaces, and inform us of any change in requirements so that we can offer spare places to others.
