Statistical Notices to Reporting Banks 2002/03

1.Modified Eligible Liabilities for Financial Services Authority’s fee-base on Form BT (effective end-September 2002 reporting)

The Bank has agreed to a request from the Financial Services Authority (FSA) for Form BT (the balance sheet return) be amended to include Modified Eligible Liabilities, which are used in the FSA's calculation of the fee-base for banks.

A revised version of the Form BT together with updated definitions and validations can be found here (BT, defs, valids). There are new boxes 45A to 45D for business denominated in currencies other than Sterling and Euro, and a new box 45D for business denominated in Euro (all boxes 45A, 45B, 45C and 45D are optional calculation offsets, which some institutions may have already identified to the FSA for the calculation of fees in the past). Two new lines, both with a Sterling box only, have been introduced. These are 46A Modified Eligible Liabilities and 46B Non-resident offset allowance; this will mean a total of 11 new boxes.

There are no changes to the Total Eligible Liabilities box (Item 46) used by the Bank to calculate Cash Ratio Deposits.

The new Form BT must be used for the return due for end-September 2002, and thereafter, for both monthly and quarterly Form BT reporters. It must not be used before this date. An Excel version of the revised form is available on the Internet and new paper versions of forms will be posted to banks in September.

A revised technical specification for electronic reporters is available on the Bank's website. All Software Houses have been made aware of this change and will be testing the new version of the form with the Bank, in the near future.
