1. Seminars (replies by 30 August please)
We will be running some briefing seminars towards the end of
this year. These seminars have been popular in the past, and
we plan to run some further seminars next year. For this year,
we intend to run half-day sessions broadly as follows:
Half day for beginners (afternoon of 25 November)
Data Reception
CRDs
Outputs
Internet
General overview of forms (specifically BT)
General overview of EMU forms
Half day specific forms (afternoon of 26 November)
BT, BE, Q1(D), AD, AL, QX
Half day specific forms (afternoon of 27 November)
A3 and BP (including future developments), BG, HI, HO, "C" Forms
We are keen to know what session(s) you would be most interested in and whether we have included the topics you would want, so the above should be regarded as a provisional outline. We realise that neither Forms DQ or EIR have been covered here, it was felt that as these forms have a particular reporting population it would be difficult to include them within the specific forms session detailed above. However, if you would be interested in attending a session to cover either of these forms please let us know.
As before, the seminars will be held in the Conference Centre here at the Bank. For your convenience a form for your reply can be found here or alternatively, please write to Sarah Waddington at the usual address, or e-mail sarah.waddington@bankofengland.co.uk indicating which session(s) you would be interested in and if there are any specific subjects you would like covered or general questions you would like answered.
Details of the actual agendas for the seminars, as well as exact dates and how to book a place will be set out in a future notice.
2. General Notes & Definitions (update)
It has been bought to our attention that the general notes and
definitions section of the Yellow Folder has not been updated
to include Greece within the list of monetary union members.
The relevant pages have now been updated and can be found here for insertion in the Yellow folder. If you have any queries relating to the general note and definitions, please contact the Help Desk on 020 7601 5360.
3. Network Rail (effective
immediately)
Network Rail is a new company limited by guarantee established
to run the rail infrastructure. As a private sector company
in the national accounts, Network Rail should be classified
to "other UK residents" in Form BT, "all non-financial
corporations other than public corporations" in Form BE,
and "Transport, storage and communication" in Forms
AD and AL (item 9).
4. Reporting of financial derivatives (effective end-September 2002 reporting)
Further to the item on cross form validations between Form DQ and Form QX (see statistical notice 2002/01, dated 21 February 2002), changes have been made to the general notes and definitions and the definitions for Forms BT and QX. The purpose of these amendments is to remove any ambiguity from the requirement to value banking book derivatives for reporting on Form QX, to ensure that the validation requirements for derivatives positions overall are consistent for Forms QX and DQ.
For the reporting of net derivatives positions on Form BT, the reporting requirements remain unchanged: the valuation of banking book derivatives is accepted either at market value or in accordance with the BBA SORP dated February 1996, although the first alternative is preferred if at all possible.
Amended pages of the general notes and definitions, and the definitions for Forms BT and QX are attached for insertion in the Yellow Folder. 5. Form CH new total boxes for Section 2 (effective end-December 2002 reporting)
In order to improve clarity and ease of reporting we have revised the Form CH to include total boxes for Section Two. Please note that the Technical Specification for electronic reporting remains unchanged, as these items were already included on electronically formatted returns. The internal validations for Form CH have been amended accordingly, and relevant pages can be found here (Form, validation-form, CH validations) for insertion in the Yellow Folder.
