Statistical Notices to Reporting Banks 2003/01

1. Seminars for Forms PL and ER (replies by 28 February)

Now that reporters are beginning to develop systems for introducing the Forms PL and ER, we are looking at ways in which we can help to facilitate the process. As a first step, the Bank is planning to host two seminars on the new returns:

Effective Interest Rates (Form ER): Monday 31 March, 10.30am-1pm
Profit and Loss (Form PL): Monday 31 March, 2pm-4pm

The Form ER seminar will cover the general principles relating to the effective rates, as well as specific issues on the new return. Banks required to report Form ER have been notified individually, and all (including those currently reporting form EIR) are encouraged to attend.

The Form PL seminar, however, will not duplicate the material covered in the seminars of 27 November 2002 and the forthcoming repeat on 25 February. It will focus on specific reporting issues raised by banks, either to date or within the reply slip attached. The seminar provides an opportunity to clarify any definitions, raise particular issues and ensure you will be able to provide us with accurate data from the first quarter of 2004 (or for the whole of 2004 for annual reporters).

If any substantive issues are raised on the new forms, which warrant changes to the definitions, we will inform you primarily by Statistical Notices or by reissuing the definitions, if necessary.

In due course, we also intend to place a Frequently Asked Questions (FAQs) page on our website in respect of the new returns. We will initially include sample questions and a model answer. This will be updated on a regular basis in response to further questions asked. All references to individual banks will be removed. The FAQ page will not be a substitute for issuing Statistical Notices, as described above, but will provide the opportunity to share any guidance of clarification given to an individual reporter with the wider community in a timely manner. We remain happy to discuss detailed issues on a bilateral basis, either by phone/e-mail or short meeting, if more appropriate. As further issues are raised on the new forms, this will be reflected in changes to the definitions, if appropriate.
