1. Central Bank of Ireland (effective immediately)
The Central Bank and Financial Services Authority of Ireland Act 2003 came into force on 1 May 2003. With effect from this date the Central Bank of Ireland changed its name to 'Central Bank and Financial Services Authority of Ireland'.
The list of central monetary institutions within the Classification of Accounts Guide has been amended accordingly and an updated page can be found here.
2. Update to forms CC, CL, CH, C1, B1, A2, CA, BG and DQ (effective end-December 2003 reporting)
Following instruction from the Bank for International Settlements (BIS), six countries have been added to Forms CC, CL, CH, C1, B1, A2, BG and DQ. In addition, we have undertaken a review of the internal validations, cross form validations and definitions; we have also corrected some errors on Form CA and rewritten some of the text in the Classification of Accounts Guide ('Sector definitions' section III and the 'list of countries' section V). The main changes can be broken down into seven areas:
i. Additional countries
The table below shows the countries that have been added to Forms CC, CL, CH, C1, B1, A2, BG and DQ as well as showing the country grouping they were previously reported under

ii. Renaming of existing countries
The following table details the name changes made to existing countries on Forms CC, CL, CH, C1, B1, A2, BG and DQ. The 2 letter and 4 letter codes remain unchanged

Please note that Samoa's place in the alphabetical list of countries has now changed.
iii. Form and validation form updates
Forms CC, CL, CH, C1, B1, A2, BG and DQ have been updated to reflect the additional countries and name changes outlined above. Further changes have also been made to improve the layout of the forms, although these are minor and cosmetic.

Printed copies of forms will be available shortly, and a small supply will be sent to those reporters who submit their data on paper. However, if you submit electronically but would like a copy of the forms please contact Sarah Waddington (Tel. 020 7601 5505).
As part of the review of the international suite of forms, we have also taken the opportunity to correct some errors on Form CA and again review the internal validations, cross form validations and definitions. The most notable change made to Form CA is that it is now printed in landscape rather than portrait. This does not affect the box items and is purely cosmetic.
iv. Internal validation updates
The internal validations have been updated for Forms CH, C1, A2 and CA. The table below the reasons for changes:

The cross form validations have been updated for Forms CC and CA. The table below indicates the reasons for the changes:

vi. Definitions
The definitions have been updated for Forms CC, CL, CH, C1, B1, A2 and CA to make them clearer and more user friendly.
vii. Classification of Accounts Guide
The country list within Section V has been updated to reflect the addition of the six new countries along with the new two letter and four letter country codes (Section 1 above) and the changes to existing country names (Section 2 above).
The sector definitions section III has been updated to make it clearer.
NOTE: These changes become effective for returns completed as at end-December 2003. The technical specification for electronic reporters remains unchanged.

3. Update to Form ER (effective January 2004)
The new Form ER, along with its definitions and internal validations, were issued with Statistical Notice 2002/09. As a result of discussions with reporting banks, we are now updating the definitions, and correcting small errors in the form and validations; follow the links for copies of the Form along with its definitions and validations.
The main change to the definitions is revised guidance on the coverage and calculation of interest rates on new business. In response to comments from reporting banks, these updated definitions include a more limited coverage for new business, and allow two options for calculating the effective interest rates. In making this change we would reassure banks which are able to meet the original definition, and prefer to do so, that this remains acceptable. Banks should be aware that, should the UK join the single currency, they would be bound by the requirements of the European Central Bank, with which the original definitions were consistent.
Other changes to the definitions include more detailed guidance on the treatment of specific instruments, such as cash ISAs and credit card loans, and general clarification of previous guidance. If you have any questions about changes to the Form ER, please contact the Bank
4. Mapping document for Form PL to Forms A3 and BP (information)
To aid preparations for introduction of the Form PL, please find attached a mapping document that cross-references items on this new form with items on existing forms that it will replace, namely Forms A3 and BP.
