1. Standard Industrial Classification 2003 (SIC 2003) (effective immediately)
The SIC 92 coding system (used for the Forms AD and AL) underwent
some minor revisions at the beginning of 2003. Full details
of these revisions can be found on the National Statistics
website
These revisions should not affect data reported to the Bank
of England (changes are at a very detailed level). Head office
"own account" activities should be reported in item
10D (from various sectors). Those head office accounts that
will be used by the group, as a whole to support their principal
activity, should be classified under the code that best describes
the main activity of the group. Notice of any reclassifications
should be given to Robert Golcher (see contact details below).
The general introduction and industrial classification sections of the Classification of Accounts Guide, and the definitions for Forms AD and AL have been updated to reflect these changes.

2. Classification of NHS Trusts (effective immediately)
NHS Trusts are to be reclassified from Public Corporations to Central Government. The new NHS Foundation Trusts should be included in Central Government. Updated pages of the sector defintions section of the Classification of Accounts Guide are attached here.

3. Classification of accounts guide Section III.12b (correction)
Due to an omission in the Classification of Accounts Guide that was reissued in Stats Notice 2003/04, dated 30 June 2003, Kuwait Investment Authority and Kuwait Investment Office were excluded from Section III.12(b) Central Monetary Institutions; both entities have now been added to the lists and amended pages are attached here.
4. Upgrade to IP for AT&T mailbox users (effective September 2003)
In Statistical Notice 2002/07 dated October 2002, we encouraged banks to upgrade the version of Expedite they were using to 4.6.2, after we became aware some banks were having problems connecting to the Information Exchange at AT&T.
Additionally, we have now been told that IBM are amending the language protocols used to send messages to the AT&T mailboxes from an asynchronous to an IP based connection. This will affect banks that send via a modem to the Information Exchange at AT&T. The switch to IP must be in place by September and it is essential you are using Expedite 4.6.2 for this to be achieved. Your software company is aware. Please contact them for information on how (and if) you need to upgrade.

5. Money market instruments reform (effective September 2003)
In September, most money market instruments will start to be issued and traded in an electronic form. These instruments are known as Eligible Debt Securities (EDS). EDS should be reported on all statistical forms in the same way as their paper equivalents are currently recorded.

6. Updated Form BG (to be compatible with Form PL) (effective January 2004)
With the introduction of Form PL, the new income and expenditure return, in 2004, references and definitions on the Form BG need to be altered. Attached is a new Form BG, which is compatible with the Form PL. The first date for reporting this amended annual BG return will be December 2004.
There are two notable changes from the current Form BG:
(i) A change of definitions to profits / losses in items 3, 4, 7 and 8. This reflects a similar change on Part 2 of the PL (replacing the existing BP return), which now asks for profit excluding dealing profits.
(ii) References to individual boxes on the PL, reflected in cross-form validations.

7. Form PL - updated validations (effective
January 2004)
Following a question from one of the software houses, we have
made an amendment to the Form PL internal validations. Please
find attached an updated version of the internal
validations with the changes highlighted.

Banks that have been advised that they are required to complete the new Form ER, and all banks currently reporting Forms A3 and BP (which are being replaced by Form PL) are reminded that the new reporting requirements start from the beginning of 2004 as noted in Statistical Notices 2002/06 and 2002/09.
Banks are further reminded that existing estimation and "best endeavours" allowances on Forms A3/BP and EIR will cease at the end of this year, unless prior agreement has been reached with the Bank.

9. Interactive Database (information)
Reporters may be interested to know that we have recently launched our Statistical Interactive Database which is available on the Bank's website
The database provides the latest long runs of statistical data. The site has comprehensive search options and the ability to download the data in a variety of formats.
