1. Classification of repos in CREST (effective end-September 2003 reporting)
A change to the collateral eligible for delivery by value (DBV)
repo in three categories in CREST will mean that pre-trade determination
of gilt and non-gilt repos and reverse repos will be impractical.
For the purposes of statistical reporting, DBV repos in CREST,
for the following categories only, should be included in the
gilt repo and reverse repo sections of Forms BT and BE (sections
6 and 30) with effect from end-September 2003 reporting:
- Unstripped British Government Stock
- All British Government Stock
- OMO Eligible Securities
The impact on the reporting of gilt repo will be monitored; specifically we may need to contact reporters to enquire about the levels of Treasury bills, Eligible Bank bills and Local Authority bills being used in the collateral categories above.
If the loss of information is considered significant, Forms BT and BE may be amended to show these repos and reverse repos separately.

2. Classification of Transport for London (effective end-September 2003 reporting)
The ownership of London Underground Ltd passed from London Regional Transport to Transport for London on 15 July. London Regional Transport then ceased to exist. Any business with Transport for London should be classified as local government, (ie. As a local authority on Form BT).
Transport for London had previously been shown in the Classification of Accounts guide as a public corporation but this was incorrect. Any existing business should be reclassified with effect from end-September 2003 reporting. When submitting end-September 2003 data, please advise Al Cattermole of any reclassifications either via e-mail or in writing, to the usual address. Updated pages of the sector definitions section of the Classification of Accounts Guide are attached.

3. Form PL further information (effective immediately)
We have recently completed our annual reporting population review for Forms A3 and BP, and will soon be sending letters out to those banks whose reporting frequency will change for the Form PL (which replaces Forms A3 and BP from the beginning of 2004).
We have used the introduction of Form PL to harmonise the Form A3 and BP reporting populations within the scope of the existing reporting criteria for both forms; we have also updated the reporting panel criteria to include Form PL.

4. Eligible Banks list updated (effective immediately)
The markets area of the Bank recently re-issued the list of
institutions whose acceptances are eligible for discount at
the Bank of England.
An updated Part V.3 of the Classification of Accounts guide
is attached for insertion in the yellow folder.
5. Form LE3 - update for electronic reporters (effective immediately)
The technical specification has been updated to include the
Financial Services Authority's form LE3, and is available here.
Please note this version has been amended since it was first
posted on the site at the beginning of September. An Excel version
of the form is also available here

6. Forms MM and MQ - available for electronic reporters (effective immediately)
The technical specification has also been updated to include Form MM (Specialist Mortgage Institutions, Analysis of Secured Lending to Individuals & Individual Trusts) and MQ (Specialist Mortgage Institutions Balance Sheet); the updated specification is available on our website here
The MM and MQ forms and their definitions will be available on our website by the end of October 2003.

7. Amended Form P1 reporting criteria (effective 1 January 2004)
Following a recent review of the Form P1 reporting population, we have amended the Form P1 reporting criteria as follows:
Discretionary, but generally holdings of bonds and equities, issued by non-resident entities, of over £300mn in total, or net transactions greater than £20mn.
The criteria have been revised to make it more explicit which institutions should report Form P1 and why. We will be contacting those banks that are affected by the population review shortly; overall the number of banks reporting the Form P1 will be reduced.
