Statistical Notices to Reporting Banks 2004/02

1. Form QX to Form Q1(D) cross form validations (effective immediately)
It has been brought to our attention that we have some out of date cross form validations for Forms QX and Q1(D) in our instructions. These have been removed and amended pages are attached (Q1(D), QX)) for insertion in the Yellow Folder.

2. Form DQ validations (effective immediately)
It has been brought to our attention that there is typing error on page 1 of the Form DQ internal validations. This error has been rectified and an amended page is attached for insertion in the Yellow Folder.

3. Form PL defintions (effective immediately)
We have updated the Form PL definitions in order to clarify the reporting requirements for interest receivable and payable on long and short positions of bonds and FRNs (PL items 1D, 2D and 24F). The basis for correct reporting remains unchanged, i.e. the intention is that all interest receivable on long positions and payable on short positions should be reported gross. Amended pages of the Form PL definitions are attached for insertion in the Yellow Folder.

4. Classification of London Pension Fund Authority (effective end-April 2004 reporting)
London Pension Fund Authority has been reclassified. Any business with London Pension Fund Authority should be classified as business with a public corporation. London Pension Fund Authority had previously been shown in the Classification of Accounts guide as local government (ie. as a local authority on Form BT). Any existing business should be reclassified with effect from end-April 2004 reporting. When submitting end-April 2004 data, please advise Al Cattermole of any reclassifications in writing, to the usual address.

Updated pages of the sector definitions section of the Classification of Accounts Guide are attached for insertion in the Yellow Folder.

5. Update to Forms CC, CL, CH, C1, CE, B1, A2, BG, DQ (effective end-June 2004 reporting)
Following instruction from the Bank for International Settlements (BIS), a number of changes have been made to the above reporting forms, which can be broken down into the following sections:

Change of 2 letter code for an existing country
East Timor was previously added to the reporting forms with the 2 letter code TP, as advised by the BIS. However the BIS have explained to us that this is not consistent with the International Organisation for Standardisation and so the 2 letter code has been amended to TL on Forms CC, CL, CH, C1, CE, B1, A2, BG and DQ. The 4 letter code remains unchanged.

Serbia and Montenegro has been added to the country breakdown within Forms CC, CL, CH, C1, CE, B1, A2, BG and DQ. Positions that relate to Serbia and Montenegro (previously reported as part of Former Yugoslavia) should now be reported using the codes shown below. As a result of this change, the National Bank of Serbia and the Central Bank of Montenegro have been added to the list of Central Monetary Institutions (CMIs) in Section III.12 of the Classification of Accounts Guide. Where CMIs are split by region on Forms CL, CH and A2, Serbia and Montenegro should be included within Other Western Europe.

Removal of countries
The countries Former Czechoslovakia, Former USSR and Former Yugoslavia are to be removed from the country breakdown within Forms CC, CL, CH, C1, CE, B1, A2, BG and DQ. All of these countries should contain historic business only, with any new business being allocated to one of the countries that was created when these former countries were broken up. Therefore the figures currently reported against Former Czechoslovakia, Former USSR and Former Yugoslavia are small and falling to zero. From end-June returns, these figures should be reported against unallocated (UNAL).

Forms CC, CL, CH, C1 (wef Jun-04, wef Dec-04), CE, B1 (wef Jun-04, wef Dec-04), A2, BG and DQ have been updated to reflect the changes outlined above.

Printed copies of the forms will be available shortly, and a small supply will be sent to those reporters who submit their data on paper. However, if you submit electronically but would like a copy of the forms please contact Sarah Waddington (Tel. 020 7601 5505).

The list of CMIs within Section III.12 of the Classification of Accounts Guide has been amended to reflect the changes, along with the country list in Section V. An additional alteration has been made to the country list in Section V to include Poland (PL, POLA) and Jersey (JE, JERS) which had previously been omitted in error. Western Sahara (WH, WSAH) has also been added to Other Africa in the breakdown of CMIs in Section III.12 of the Classification of Accounts Guide due to a previous omission.

NOTE: These changes become effective for returns completed as at end-June 2004.

6. New Form G (replacement of current Form G) (effective January 2005)
A new gold return has been developed to replace the current Form G, which is to be reported by members of the London Bullion Market Association (LBMA). The Bank of England and Office for National Statistics (ONS) have discussed the detail of these changes with a committee formed of the LBMA and a selection of its members. All LBMA members were then invited to comment on the new form at a presentation in January. The form and definitions are now being released in order to provide sufficient time for preparations, including the coding of IT systems, to meet the planned implementation of January 2005. The first Form G should be reported as at end-March 2005.

The new Form G will meet the information requirements of the ONS in the compilation of the UK Balance of Payments and National Accounts, following the removal of a derogation on gold reporting that had been obtained at the introduction of the EU 'European System of Accounts 1995'.
