Statistical Notices to Reporting Banks 2004/03

1. Form BG (effective immediately)
Following the publication of Statistical Notice 2004/02, dated 24 March, a formatting error was discovered within Form BG. This has now been amended and the form (and validation form) was updated on our Website when the error was discovered.

2. Form MM validations (effective immediately)
The Form MM (Specialist Mortgage Institutions, Analysis of Secured Lending to Individuals & Individual Trusts), is now subject to a formal validation, which corrects an informal validation included in a previous version of the definitions.

Updated definitions and the new formal validations are attached and are also available on our website here.

3. General Notes & Definitions (effective immediately)
The text relating to data protection within the General Notes and Definitions section of the Yellow Folder has been updated. An amended page is attached for insertion in the Yellow Folder.

4. Cash Ratio Deposits (effective 1 June 2004)
HM Treasury's review of the Cash Ratio Deposits scheme is now complete. Part of the review was a consultation document which was sent to all institutions, and a summary of responses to this consultation can be found on HMT's website here.

The conclusion of the review was to increase the threshold from £400 million to £500 million and to leave all other parameters unchanged. Parliament have approved the secondary legislation implementing these conclusions, which will come into force on 1 June 2004.

Therefore with effect from 1 June 2004, the level of each institution's CRD will be calculated twice yearly (in May and November) at 0.15% of average eligible liabilities (ELs) in excess of £500 million over the previous six end-calendar months.

The next adjustment to CRDs is due to take place on Tuesday 1 June, based on data reported on BT item 46 (Total Eligible Liabilities) for the months of November 2003 through to April 2004. The deadline for revisions to ELs to be reflected in the 1 June adjustment is 5pm on Thursday 20 May. Call notices will be issued shortly thereafter.

5. Reporting Schedule (effective July 2004)

6. Form B1 definitions (effective end-December 2004 reporting)
Following the publication of Statistical Notice 2004/02, dated 24 March, an error was discovered within the definitions for Form B1. This has now been amended and an updated page is attached for insertion in the Yellow Folder (the definitions were updated on our Website when the error was discovered).

7. International Accounting Standards (update)
As announced in Statistical Notice 2003/07, the Bank is looking at the statistical implications of the new International Accounting Standards. As part of this project, a meeting took place on 29 March between the Bank, the British Bankers' Association and some member banks. At that meeting it was agreed that smaller working groups would be formed to look at specific issues. Further guidance on reporting will be provided in future Statistical Notices.
