1.Cash Ratio Deposits (effective immediately)
Cash Ratio Deposits (CRDs) are non-interest-bearing deposits lodged with the Bank of England by eligible institutions (ie. banks and building societies), who have reported average eligible liabilities (ELs) in excess of £500 million over a six-month calculation period.
The level of each institution's CRD is calculated twice yearly (in May and November) at 0.15% of average ELs in excess of £500 million over the previous six end-calendar months. The next adjustment to CRDs is due to take place on Wednesday 1 June, based on data reported on BT item 46 (Total Eligible Liabilities) for the months of November 2004 through to April 2005.
The deadline for revisions to ELs to be reflected in the 1 June adjustment is 5pm on Thursday 19 May, call notices will be issued shortly thereafter. Amendments to BT item 46 can be made via the usual contacts, but must be confirmed either in writing or by re-submitting the form.

2.Update to the Classification of Accounts Guide: classificaiton of East Timor (effective immediately)
It has been noted that East Timor appears more than once within the list of countries for use in completing Section B of Forms CL and A2 and Section 2 of Form CH. Previously, East Timor was included within the figures submitted for Indonesia, within Other Oil Exporting Countries. It should no longer be grouped with Indonesia, and should be submitted separately within the "Other" category. This follows on from Statistical Notices 2003/04 and 2003/06.

3. Reporting Schedule (effective July 2005)
A reporting schedule covering the period from July 2005 to
June 2006 is attached.
4. Reclassification of Housing Associations (effective end-August
2005 reporting)
In order to bring reporting in line with the National Accounts, Housing Associations have been reclassified from Non-profit institutions serving households (items BE2H4, BE2HA4, BE3H4, BE6H4, BE7H4, BE26EC4, BE29D4, BE30H4, BE31H4, BE32H4 and BE41F4) to be Non-financial corporations other than Public Corporations (items BE2H2, BE3H2, BE2HA2, BE6H2, BE7H2, BE26EC2, BE26F2, BE29D2, BE30H2, BE31H2, BE32H2 and BE41F2).
Loans to Housing Associations should continue to be separately identified on the Form BE (29D4A) and the Form QX (XFHA), though these boxes will no longer be 'of which' BE29D4 and QXXFH respectively but will be 'of which' BE29D2 and QXXFF + QXXFG. As a result of this the QX internal validations for QX£XFH, QXEXFH and QXCXFH (115, 116 and 117) will cease to be used until this box has been moved as part of the Rolling Review. The forms on the Bank's website reflect this change.
The industrial classification of Housing Associations is unchanged ie. Item 10a "Development, buying, selling and renting for real estate" on Forms AD and AL.
Any existing business should be reclassified with effect from end-August 2005 reporting. When submitting these data please advise either Alison Franklin (Tel. 020 7601 5356) or Simon Davis (Tel.020 7601 5468) of any reclassifications. It is not necessary to inform the Bank of the reclassification of loans and advances as these will be tracked using item BE29D4.
The sector classification lists for Non-financial corporations other than Public Corporations and Non-profit institutions serving households have been updated, and are attached for insertion in the Yellow Folder.

5. Update to the Classification of Accounts Guide (effective
end-August 2005 reporting)
We have updated some of the lists within the Classification of Accounts guide. There have also been a number of public sector reclassifications since the last update; these are shown below:

6. Discontinuation of Forms CH and A2 and amendment to Forms
CL and BT (effective end-December 2005 reporting)
As part of the rolling review process, the content and use of the data collected on Forms CH and A2 have been examined. It was evident that through a degree of rationalisation some significant changes could be made to reduce the reporting burden on banks. After consultation with the British Bankers' Association, it has been agreed that we will discontinue Forms CH and A2 with effect from end-December 2005.
Certain custody holdings data from these forms are still required, and will be subsumed within the supplementary sections of the current Form CL. Only current Form CL reporters will be required to complete this section. Banks who previously reported Form A2, but not Form CL, will not have to report this information from end-December 2005 onwards.
Based on the understanding that the structure of Form CL will not be included in the rolling review process until 2010, we have also amended the supplementary items to remove parts that we know are no longer required. Please note that although the form itself will not be changed in the review originally scheduled for 2006; the population of Form CL may still be reviewed.
Please note that all data on Form CH should continue to be reported up to and including the end-September 2005 return, as this data cross-form validates with other returns.
An amended Form CL, validation Form CL, as well as its definitions, internal validations and cross form validations are attached for insertion in the Yellow Folder.
In addition the definition for transactions in British government and government-guaranteed stocks for non-residents (items BA, BB and BC) within Form BT has been changed to be in line with the new section on Form CL. From end-December 2005 the definitions of these items will exclude stocks registered with a non-resident address, in the name of non-resident banks or other non-residents themselves (ie. where the certificates are lodged with the reporting institution for safe custody). The definitions for Form BT have been amended to reflect this and are attached.
Amended cross-form validations for forms BT, CA and QX are also attached, as these are affected by this change. The Classification of Accounts guide has been updated to remove references to Forms CH and A2. The Central Monetary Institutions region lists in III.12 will not be required for Form CL from end-December 2005 reporting and these lists will be removed in due course, with the exception of the European Union list which is used for Form PL.
