1. Reporting of depreciation on Form BT (effective immediately)
The current guidance for the reporting of depreciation in item 35B and
19C on the Form BT has been updated. The following clarification has been
made to the definitions for item 35B:
‘ Fixed assets such as premises and equipment should, preferably,
be reported net of depreciation, in which case a corresponding
negative entry for depreciation must be reported under internal accounts (item
19C
on form BT)'
Amended pages of the Form BT definitions are attached for
insertion in the Yellow Folder. If this clarification results

2. Form RSL (effective immediately)
To make the Form consistent with its definitions, the Form RSL (Gilt Repo and
Stock Lending Activity) has been amended. The title of part 3 of the form has
been amended from “Outstandings: Market Value of Outstanding Transactions
by Residual Maturity at the Quarter End” to “Outstandings:
Current Value of Outstanding Transactions by Residual Maturity at the Quarter
End”.
This form is reported only by those institutions requested to do so by
the Bank, and all current reporters will be sent a copy of the amended

3. Reclassification of Housing Associations for Forms ER and PL (effective
by October 2005 reporting)
Statistical Notice 2005/03,
dated 13 May 2005, noted the reclassification of Housing Associations and the
subsequent changes to reporting for Forms BE and QX. This reclassification also
affects Forms ER and PL.
With effect from October 2005 reporting at the latest, Housing Associations should
be reclassified from Non-profit institutions serving households (PL Items PL1BL,
PL1CL, PL2BL, PL2CL and ER Items ER32-38, ER68-69, ER77, ER88 and ER124-127)
to be Non-financial corporations other than Public Corporations (PL Items PL1BJ,
PL1CJ, PL2BJ, PL2CJ and ER Items ER19-24, ER49-53, ER75, ER82-84 and ER101-112).
The industrial classification of Housing Associations is unchanged for Item PL1BJD.

4. Amendment to Form CE, C1 and B1 regarding International Organisations (effective end-December 2005 reporting)
For statistical reporting purposes, business with International Organisations should be excluded from the country analysis and recorded separately. For this reason, on Form CE, a local claim cannot be recorded against an International Organisation, and these boxes have been blocked out. However, it has come to our attention that the risk transfer boxes relating to local claims on International Organisations have not been blocked out and the form has now been updated to correct this omission.
In addition, in Statistical Notice 2004/01, item 7 stated that Banking International organisations should be classified as public sector on Form CE, C1 and B1 from end-December 2004. As such, the boxes relating to the banking sector against ENTO and ONTO have been blocked out. However, as above, we had not crossed out the inward and outward risk transfer boxes for this sector against ENTO and ONTO on Forms CE, C1 and B1 and these have now been updated to reflect this change. We have also made the appropriate amendment to the internal validations for these forms.
Amended copies of the validation forms (CE, C1, B1), as well as amended pages of the internal validations (CE, C1, B1) are attached for insertion in the Yellow Folder.

5. Classification of Brass Plate Companies on Forms CC, CL, CE, C1 and B1 (clarification)
The term "brass-plate" refers to companies that do not have an operational presence within a country, but merely have an address there. For statistical reporting purposes, any deals with such entities should be reported against the country where the underlying business is operating, not the country of the brass plate. This shows where the risk lies on an immediate borrower basis and this does not alter the treatment of subsequent risk transfers on Forms CE, C1 and B1.
This guidance is consistent with that given in part II of the Classification
of Accounts Guide (page 3) and is now being added to the definitions for
Forms CC, CL, CE, C1 and B1 for ease of reference.

6. Statistical Reporting Seminars (information)
We will be running some briefing seminars later in the year, which will
broadly consist of:
Half day overview (afternoon of Wednesday 23 November)
This seminar is aimed at those with hardly any
experience of reporting to the Bank, and we aim to give an
overview of why and how we collect the data, what we do with
it, and the rationale
behind statistical reporting and cash ratio deposits requirements.
The afternoon will include:
Data Reception
Cash Ratio Deposits
Outputs (including Bankstats and the Internet)
General overview of forms
General overview of EMU forms
Half day specific forms (afternoon of Monday 28 and morning of Tuesday
29 November)
These seminars are aimed at those with little experience
in compiling statistical forms, and we will be asking reporters
to identify any specific problem
areas which we could usefully cover.
On the afternoon of 28 November we will cover Forms BT, BE,
Q1(D), AD, AL and QX. On the morning of 29 November we will cover the “C” Forms
as well as the PL, P1, BG, HI, HO and ER. As relatively few banks complete
the Form ER, we will probably take this at the end of the morning to allow
others to leave.
More detailed agendas will be circulated nearer the time
so that reporters can make an informed decision about whether to attend.
