Statistical Notices to Reporting Banks 2006/04

1. Changes to electronic reporting (effective 1 July 2006)
As stated in Statistical Notice 2006/02, we are changing the e-mail addresses for electronic reporting as at 1 July 2006.
The new live e-mail address will be:
mfsd_beers@bankofengland.co.uk
The new test e-mail address will be: mfsd_ebeers_test@bankofengland.co.uk
The e-mail address currently in use (mfsd_beers@bofe.co.uk)
will remain valid until 30 September 2006. It is not possible for reporting
institutions to use the new accounts for live transmissions before 1 July.
At this time, we will also be introducing updated internal software that
will result in new receipts for e-mail electronic reporters. There will
be three types of receipt.
The first a “valid receipt”, will be sent if the form you send us is in a valid format and the internal validations are correct. The text will be:
“Thank you for your electronic transmission, your
file is formatted correctly and the form XX for MMM-YYYY has passed internal
validation checks. This form was received on DD/MM/YY at HH:MM.

Please note that anything received after 17.00 will be logged
as being received on the following working day. Cross form
validations and plausibility checking have not yet been performed on these
data.”
You will receive the second form of receipt, an “invalid receipt”, if the form you send us is in a valid format but the internal validations are invalid. The text will be:
“Thank you for your e-mail, your file is formatted
correctly but the form XX for MMM-YYYY has failed internal
validation checks. A member of the Data Reception Team will contact you
about this. The form
was received on DD/MM/YY at HH:MM.

Please note that anything received after 17.00 will be logged
as being received on the following working day. Cross form
validations and plausibility checking have not yet been performed on these
data ”.
The
third receipt a “pending receipt” will be
used if your transmission is waiting longer than normal to
load. The text will be:
“Thank you for your e-mail, your file is currently waiting to
load. When this file is processed, you will receive a further
message. This file
was received on DD/MM/YY at HH:MM.

This third type of receipt will always be followed by a type one or two.
A receipt will be sent per form. For example, if you send us a single attachment
that contains two forms, then two receipts will be sent back. The text
of the receipt will be sent in the body of the e-mail and also as a text
attachment to the e-mail.
If the file you send is incorrectly formatted, no receipt will be sent but you will be contacted by a member of the Data Reception Team.
E-mail is our preferred transmission method. If you currently use Expedite and would like to move to e-mail transmission, or if you have any queries regarding electronic reporting, please contact Leslie Lambert (Tel. 020 7601 4544).

2. The new Bank of England public
key for electronic reporting (reminder)
As stated in Statistical Notice 2006/02, there
is a new Bank of England public key available for
electronic reporting. This is now live. If you

3. Statistical
Reporting seminars (information)
We will be running some briefing seminars later in the year,
which will broadly consist of:
Half day overview (afternoon of Wednesday
22 November)
This seminar is aimed at those with little or no
experience of reporting to the Bank, and we aim to give
an overview of why and how we collect the data, what we
do with it, and requirements for cash ratio deposits. The
afternoon will include:
Data Reception
Cash Ratio Deposits
Outputs (including Bankstats and the Internet)
General overview of forms
Half day specific forms (afternoon of Tuesday
28 November and morning of Wednesday 29 November)
These seminars
are aimed at those with some experience in compiling statistical
forms, and we will be asking reporters to identify any specific problem
areas which we could usefully cover.
On the afternoon of 28 November we will cover Forms
BT, BE, Q1(D), AD, AL and QX. On the morning of 29 November
we will cover the “C” Forms
as well as the PL, BG, HI, HO and ER. As relatively few banks complete the
Form ER, we will probably take this at the end of the morning to allow others
to leave.
More detailed agendas will be circulated nearer the time so that reporters
can make an informed decision about whether to attend. Details of how to
book a place will be circulated in a future Statistical Notice.
