Executive Director for Banking, Payments and Financial Resilience


Andrew Hauser is the Executive Director for Banking, Payments and Financial Resilience. He leads the teams responsible for:

  • assessing the Bank’s financial risks
  • the operation and strategic development of the Bank’s payment system services, including the UK’s real‐time gross settlement infrastructure (which settles over £500 billion of sterling payments and securities transactions each day)
  • the Bank’s wholesale and retail banking operations, including the provision of emergency liquidity assistance
  • the Bank’s work on fintech (including its fintech accelerator).

Andrew joined the Bank in 1992, and he has worked at senior levels across most of its major policy and operational areas. As Director for Markets Strategy, he led the joint Bank/HM Treasury/Financial Conduct Authority team that produced the Fair and Effective Markets Review. He has also been head of the Bank’s sterling markets operations and Private Secretary to the Governor, and he has represented the United Kingdom as alternate UK Executive Director to the International Monetary Fund in Washington DC. He has also led the production of the Inflation Report and oversight of the Bank’s regional agency network, and served on the secretariats to both the Monetary Policy Committee and the Financial Policy Committee.

Andrew is a Non‐Executive Director and Chair of the Audit and Risk Committee for the NHS Litigation Authority. He has an MSc in Economics from the London School of Economics and an MA in Politics, Philosophy and Economics from Oxford University.
