Admin History | In 1969 a Select Committee was appointed 'to examine the Reports and Accounts of Nationalised Industries established by Statute whose controlling Boards are appointed by Ministers of the Crown' (terms of reference). After much discussion between the Bank, the Treasury (HMT) and the Government, the Order of reference was extended to include the Bank of England as it was a 'publicly owned Corporation which is intimately concerned with the machinery of the economic management of the country, and for which Ministers are ultimately responsible' (The Committee's Order of Reference). The Bank was accordingly investigated by the Select Committee in several areas and the Governor called to give evidence on a number of occasions. The Report, which was eventually published in 1970, was divided into four parts: (1) The Functions of the Bank, (2) The Organisation of the Bank, (3) Ministerial Relations with the Bank, (4) Accountability of the Bank. Updates of the Report followed in 1976 and 1978. |
