Admin HistoryThe Governors set up a Committee, under the Chairmanship of Mr George Blunden (Executive Director, Staff and Administration), G J Costello (Chief Accountant), P A S Taylor (Chief of Administration) and K J S Andrews (Chief of Establishments) to investigate whether some of the Bank's functions, in particular, the Exchange Control work undertaken by the Accountant's Department, could be performed outside London. The Committee commissioned studies of a number of issues including: location and control of the Bank's computer installations; Departmental functions; the amount of spare space at the Branches and Printing Works; Bank's staffing and career structure, in particular, inter-departmental transfers; the impact on IBM and ICL and costing difficulties.
