TitleDISCOUNT OFFICE FILE RELATING TO COMPANY AND BANKING LAW: JENKINS COMMITTEE ENQUIRY INTO COMPANY LAW
DateOct 1959 - Sep 1971
Admin HistoryThe Jenkins Committee was set up in November 1959 to review and report on the provisions and workings of the Companies Act 1948; the Prevention of Fraud (Investments) Act 1958, except in relation to industrial and provident societies and building societies; and the Registration of Business Names Act 1916. The chairman was Lord Jenkins, a Lord of Appeal. Among its members was G W H Richardson, a director of Schroders. The Committee reported in 1962 and thereafter the Government set up a working party to consider the report, with the object of introducing new legislation as soon as possible.
DescriptionThe file contains press cuttings, Hansard extracts, and memoranda of evidence to the Committee from the Association of Investment Trusts, Committee of London Clearing Bankers (CLCB), London Discount Market Association (LDMA), the Accepting Houses Committee and Issuing Houses Association (jointly), the Board of Trade, the Stock Exchange, the British Insurance Association, and comments on these by Mr Hollom and the Discount Office. The Bank declined the invitation to provide evidence, as it did the Cohen Committee's prior to the 1948 Companies Act, but offered to assist. The Bank's interest was focused on questions of hidden reserves, a possible take-over code, dealing in securities and, in 1971, legislation on overseas banking names used in the United Kingdom (UK).
