Activity | The Capital Issues Committee (CIC) was appointed in September 1939 to consider and advise upon applications to the Treasury for consent to issue capital, in accordance with the Defence (Finance) Regulations, 1939. After the war the CIC sought to ensure that the order of priority of capital issues was determined by what was deemed to be in the national interest. Control of local authority borrowing was transferred to the Treasury under the Control of Borrowing Order, 1947. This Act also specified the limits of borrowing that could be made in any 12 month period without the consent of the Treasury. The main provisions of the Order were suspended in 1959 and the CIC was dissolved in 1967.
The interpretation of these directives and the Control of Borrowing Order appear to have received considerable attention in the Discount Office. |
