Activity | (John) Arundel Caulfeild Osborne, educated at Charterhouse, entered the Bank in 1902. He served mainly in the Cashier's Department and at Western Branch. He was part-time personal secretary to Montagu Collet Norman from 1921, and was first official to visit a Central Bank abroad (New York and Washington, April 1923). He started the Reference Library in 1925; and was in charge of statistics from 1926, becoming Principal, Economics and Statistics Section, 1931-34. Osborne attended the Conference of Central Bank Statisticians, Paris 1928 (see OV/1). He was Secretary of Bank for shortest time on record (June - November 1934); first Deputy Governor, Bank of Canada, 1934-38; and Adviser to the Governors, 1938-1945. Osborne assisted HM Treasury (HMT) in Canada from 1939 to 1943 as finance member, British Supply Board, Canada, 1940, and head, United Kingdom (UK) Payments Office, Canada until 1943. Osborne helped write a history of the Bank in World War One (see ADM2) and World War Two (see G15/578). He retired in 1945. There is an obituary notice in the Old Lady, September 1971. |
