ActivityDouglas Albert Vivian Allen was born on 15 December 1917. After studying at the London School of Economics, Allen joined the Civil Service in 1939 and served in the Royal Artillery during the Second World War. He worked at the Cabinet Office, HM Treasury, the Ministry of Health, and the Department of Economic Affairs, before becoming Permanent Secretary at the HM Treasury in 1968 until 1974, in which year Allen was appointed as Head of the Home Civil Service and Permanent Secretary, Civil Service Department. He retired from the Civil Service in 1977. The following year Allen joined the Bank as Adviser to the Governors on industrial matters, however his main contribution while at the Bank was to write a report on its organisation which was to result in major changes in 1980. He died on 11 September 2011.
