ActivityUntil 1932 each department of the Bank was responsible for recruiting and managing its own staff, although with the increase in staff numbers after the First World War as much of the work as could be centralised was made the responsibility of the Secretary. In that year the new Establishment Department was set up, with responsibility for the premises of the Bank and for all but the most day-to-day staff matters. These included recruitment, training, career development, terms and conditions of service etc.

On 1 March 1966, following a review of the work undertaken by the Establishment Department, Court agreed that the Staff, Premises, Payments and General Sections of the Chief of Establishments' Office, within the Establishment Department, be re-designated as individual offices renamed Staff Office, Premises Office, Payments Office and General Office, respectively, without changing their grouping in accordance with the 1964 Scheme of Classification; and that, in consequence, the Chief of Establishments' Office be abolished.

The Establishment Department's property management functions were absorbed by the new Administration Department on 1 March 1976. In 1980 a new Corporate Services Department took over staff, property services and audit functions. In 1988 there was a regrouping of Divisions under the general heading of Corporate Services and again under the name of Central Services in 1994.
