Need to prevent Cuban sales of sterling for dollars on New York free market. A general summary, 29 Apr 1941, folio 111. Difficulty caused by lack of a Central Bank. Negotiations dropped, 10 May 1941; Continued. Cuba to be brought within new Central American Account system instead.
