David Bailey is Executive Director for Financial Markets Infrastructure (FMI). He is responsible for supervising the UK's central counterparties, securities settlement systems and systemically important payment systems. He also works on policy development for FMIs and the financial markets in which they operate.
David joined the Bank of England in 2014 as Director of Financial Market Infrastructure.
Previously, David was Head of Markets, Infrastructure and Policy at the Financial Conduct Authority (FCA) and at its predecessor, the Financial Services Authority (FSA). During eight years at the FCA and FSA he held a number of other management positions. He worked on policy for the over-the counter (OTC) derivative market and post-trade infrastructure.
David graduated from Durham University and began his career at J.P. Morgan where he worked as a derivatives trader in the rates, hybrids and exotics business.
