Green Notice 2018/03

Green Notices cover significant and/or strategic proposals for Bank of England Reporting. If any of these proposals are finalised and are to be implemented, they will appear in the Statistical Notice to reporting institutions. They are issued at the same time as the Statistical Notice.

1. MFI holdings of securities collection update – Form AS

Following consultations with a sample of potential reporters, the Bank’s Data and Statistics Division has finalised fields and definitions for a new collection of securities holdings called Form AS. Related documentation can be found on the Data Collection page under ‘New and upcoming’.

Form AS is a quarterly security-by-security collection that comes into effect from Q1 2019 with first submission in April 2019. The collection will be quarterly but the data includes three ‘Closing Volume’ fields, which will be populated with the closing volume of each security as at the end of each month in the quarter. The purpose of the collection is to satisfy ESA 2010 (European System of Accounts 2010) requirements, and will contribute to the UK’s intention to meet the IMF’s SDDS+ (Special Data Dissemination Standard +).

A previous Green Notice relating to this collection was issued on 31st August 2017.

A Statistical Notice will follow in due course when the collection method has been finalised. The reporting population for Form AS is based on a sample and those institutions required to report Form AS have been notified directly.

2. Financial vehicles collection – Form FV

Following consultations with a sample of potential reporters, the Bank’s Data and Statistics Division has finalised fields and definitions for a new collection for Banks’ securitisation vehicles and similar entities, Form FV. Related documentation can be found on the Data Collection page under ‘New and upcoming’.

Form FV is a quarterly collection that comes into effect from Q1 2019 with first submission in May 2019. Form FV will collect both income and expenditure and balance sheet information for UK resident securitisation vehicles. The purpose of the collection is to satisfy ESA 2010 (European System of Accounts 2010) requirements.

A Statistical Notice will follow in due course when the collection method has been finalised.

Those institutions required to report Form FV have been notified directly.
