The European Union (Withdrawal) Act 2018 requires the Bank of England to report to Parliament annually if it exercises relevant sub-delegated powers.
This report relates to the exercise of powers by the Bank of England acting in its capacity as the UK resolution authority. In this capacity the Bank has exercised its power to make Technical Standards Instruments under s138P Financial Services and Markets Act 2000.
Two standards instruments have been made during the reporting period:
- Bank Resolution Standards Instrument: The Technical Standards (Simplified Obligation) Instrument 2025 (made 10 April 2025). This instrument revokes the assimilated EU law Technical Standard 2019/348 on Simplified Obligations. Further information is provided in the related policy statement.
- Bank Resolution Standards Instrument: The Technical Standards (COREP13) Instrument 2026 (made 27 January 2026). This instrument partially revokes the assimilated EU law Technical Standard 2018/1624 on resolution reporting, by deleting six templates.
