CP1/26 – Financial Services Compensation Scheme – Management Expenses Levy Limit (MELL) 2026/27

In this consultation paper (CP), the Prudential Regulation Authority (PRA) and the Financial Conduct Authority (FCA) set out the proposal for the Management Expenses Levy Limit (MELL) for the Financial Services Compensation Scheme (FSCS) for 2026/27. The MELL covers the FSCS’ costs of operating the UK’s statutory compensation scheme. This CP is supported by the FSCS’ publication of its Budget Update for 2026/27.

This PRA policy statement (PS) provides the final PRA Rulebook rule instruments, supervisory statements (SSs), statements of policy (SoPs), and disclosure and reporting templates and instructions relating to the Basel 3.1 standards. These policy documents are set out in the appendices to this PS.

This PRA PS provides the final policy to restate the remaining relevant provisions in the Capital Requirements Regulation (CRR) within the PRA Rulebook and other policy material such as SSs or SoPs, and amendments to the PRA’s policy regarding ECAI mapping. These were published as near-final in PS19/25 – Restatement of CRR requirements – 2027 implementation – near-final.
