This paper by J S Fforde, an adviser to the Governor, was presented at a conference on monetary targeting organised by the Federal Reserve Bank of New York in May 1982. In it Mr Fforde reviews the political economy and history of monetary targeting in the United Kingdom since the early 1970s.
Temporal references have not been altered so that, for example, 'last year' refers to 1981.
