Given at the Committee on Capital Markets Regulation conference, ‘The Lender of Last Resort: an international perspective’, Andrew Hauser, Executive Director for Banking, Payments and Financial Resilience, speaks about the actions taken by banks during the financial crisis, looking at both strands of the debate - whether banks lent too much or too little.

Andrew explains a well-designed Lender of Last Resort (LOLR) framework to ensure that banks get the balance right between lending 'too little' and 'too much'. He then goes on to look at four lessons from the crisis in the UK.
