1. Buy-to-let collection: update to definitions. (Effective June Reporting)

The buy-to-let Phase 2 and Phase 3 definitions have been updated for the Interest Rate Type data item and the Phase 2 definitions have been updated for the Reversion Rate Type data item.

The examples for specified rates have been changed to reference SONIA instead of LIBOR in the Rate Tracker and Floating Rate options.
